Advertising Expenditure Policy

The Small Purchase Procedure (Executive Order No. KBB2007-10) provides that, “No competitive process is required for advertising, where 1.) permitted by law and 2.) the head of an agency or designee certifies that specific media is required to reach targeted audiences.”  The designee for the University of New Orleans is the Vice Chancellor for Advancement or the Director of Marketing.  Requests for advertising must be approved by either of these before a purchase requisition is submitted to the Purchasing Office.   The designee for advertising related to the Athletic Department is the Athletic Director.

This process will also serve to ensure continuity of message and consistency of image projected by the University.

Advertising includes, but is not necessarily limited to: print, billboards, television, internet, radio, etc. and promotional items (items to be used for advertising with logo or language that references the university, colleges, departments, offices or units).

When planning to purchase advertising, please either complete the form, which can be found at http://financialservices.uno.edu/purchasing/forms.cfm or create an email with the necessary information (advertising medium, anticipated cost, anticipated design, etc.) and submit to advancement@uno.edu.  Your request will be acted upon by the Vice Chancellor for Advancement or the Director of Marketing and returned within 48 hours. 

Attach approval to your purchase requisition and forward to the Purchasing Office.  All advertising expenditures require a purchase order to be completed before committing funds.
